Description:

Job Summary:

Responsibilities include directing the daily, monthly, quarterly, and year-end activities of the financial reporting function, including directing the team with respect to the planning and execution of the financial close processes, preparation of the trial balances for management reporting purposes, preparation of external reporting for FINRA and its subsidiaries, performance of SOX 404 compliance assessments, etc. Serve as financial reporting expert with respect to technical accounting matters. Facilitate relationship with external and internal auditor management personnel. Oversee compliance with the Financial Reporting Department’s standard operating procedures and Sarbanes-Oxley 404 controls.

Essential Job Functions:

·Direct the daily, monthly, quarterly, and year-end activities related to the financial reporting function.
· Direct the team with respect to the planning and execution of the financial close processes, preparation of the trial balances for management reporting purposes, and preparation of external financial reporting for FINRA and its subsidiaries, including the parent company annual report (including MD&A, consolidated financial statements and disclosures, and other financial information), subsidiary financial statements, and special-purpose statements/agree-upon procedures reports covering program operations.
· Oversee SOX 404 self-assessments for the consolidation and close process, investments, and other general ledger processes.
· Direct the preparation of materials for FINRA Board/Committee, Disclosure Committee, and Management Committee materials.
·Serve as financial reporting expert with respect to technical accounting matters. Oversee review, evaluation, and implementation of new accounting and reporting pronouncements and develop related memos, policies, and procedures. Oversee the analysis of the accounting and reporting for new transactions/events, agreements/contracts, etc. and ensure conclusions are appropriately documented.
·Review financial statement fluctuation analyses prepared/reviewed by financial reporting managers and staff and identifies significant transactions, new agreements, trends, issues, etc.
·Perform general review of journal entries, account reconciliations and roll forward schedules.
·Serve as audit liaison for the Financial Reporting area with internal and external auditor management personnel, providing leadership and planning for audits, coordinating the completion of fieldwork with auditors by ensuring timely responses to inquiries and providing requested documentation, and ensuring prompt implementation of management’s decisions in response to internal/external audit recommendations.
· Oversee the processes for updating/developing, implementing, and complying with standard operating procedures and performance measures for financial reporting function that provides for a sound internal control environment, promotes consistent levels of timeliness, accuracy, and completeness in work products, and achieves agreed-upon performance measures.
·Interact with key members of management to ensure timely identification and resolution of financial reporting related matters.
·Respond to ad hoc Financial Reporting area related inquiries/requests from external customers in a timely manner.
·Provide leadership to the Financial Reporting team in performing their responsibilities. Provides counsel and advice on performance and staffing matters, and training and development of staff.
·Serve as subject matter expert on key operational and systems initiatives impacting financial reporting function.
· Support the CFO, the Controller, and Finance senior management on company-wide initiatives including, potential acquisitions/mergers, divestures, cost savings/process improvement initiatives, etc., as needed.


Education/Experience Requirements:

· Bachelor of Science Degree in accounting, finance or equivalent.
· CPA required.
· Graduate degree a plus.
· Minimum 12-15 years of accounting and financial reporting experience – public accounting experience highly desired, with minimum of 6-8 years of experience in leadership and management.
· Demonstrated knowledge of current GAAP and SEC reporting.
· Demonstrated knowledge of financial reporting processes, systems, and internal controls.
· Ability to lead and develop staff in a team-oriented setting.
· Ability to manage multiple assignments simultaneously.
· PeopleSoft financial system experience preferred.
· Proficiency in Windows environment (Microsoft Excel, Word, Powerpoint, and Access) required.
· Excellent verbal and written communication skills required.

Working Conditions:

· Normal office conditions; extended hours may be required, some travel required.
