Job Summary:
We are currently seeking a Director, Public Policy for our Parsippany, New Jersey location. This position, serves as the resident representative-liaison of the Federal Section of the Department. The role is responsible for carrying out a broad array of critical public policy functions, collaborating with the Washington, DC based Executive Director on a highly frequent basis. This position will lead various corporate public policy formulation efforts and provide direct federal policy input into Corporate business decisions, representing the Section in a wide range of ongoing, high level interactions with diverse in-house constituencies including Finance, Marketing, Sales, Public Affairs, Commercial Regulatory, Development, and Legal. This is not a lobbyist position.
Responsibilities:
This position is responsible for providing over-arching department support in analyzing complex federal bills and preparing original, detailed analytical memoranda and summaries when necessary; developing or refining high impact policy, legislative, and-or regulatory talking points for DSI’s lobbyists, in representing the organization in interactions before the U.S. Senate, House of Representatives and regulatory agencies, and by DSI’s top business personnel who may appear in high visibility public forums; maintaining a current substantive knowledge of the research based pharmaceutical industry, and prospective and pending federal legislative bills, legislative and policy issues, and the surrounding political landscape and tactical lobbying matters in which the Washington staff will be engaged. The incumbent will regularly participate in federal legislative and policy teleconferences/meetings of PhRMA and other industry associations. When requested, this position, on behalf of the Section, will be accountable for responding to informational inquiries from the CEO, and independently providing direct support to the Vice President, General Counsel (and his designees) on varied, complex public policy and associated industry-related matters having a major bearing on the Company’s business model and profitability. This position may intermittently represent the Federal Section on specific company “brand teams” to provide key time-sensitive insight to both risks and opportunities relative to the policy, legislative and business environment. He/She will also be accountable for identifying, convening and leading internal work groups to evaluate implementation of complicated requirements of new legislation and/or to analyze pending bills and associated business and logistical implications. It is imperative that the individual filling this position demonstrate a proactive, energetic, time-sensitive, results driven approach in carrying out all duties, obligations, and responsibilities, whether assumed or assigned.
Education/Experience
Qualified candidates will have a Bachelors Degree; Graduate Degree in Public Policy, Public Administration, Public Health, Law, Business, Economics, or similar discipline is very strongly preferred but not required. Minimum of 8 years working in a public policy, public affairs, or government affairs position in a corporate, association or governmental context, with primary concentration in pharmaceutical industry, biotech, or closely related health-sector public policy/legislative issues. Exemplary understanding and knowledge of the primary macro and micro public policy issues currently confronting the research-based pharmaceutical sector; and excellent knowledge of federal legislative and regulatory rulemaking processes are critical skills in this role.
