Summary
This position, as defined below, includes overseeing the technical operation of the Forensic Biology unit with specific emphasis on DNA analysis. This position involves the performance of biological and instrumental testing, and the isolation and identification of biological substances in forensic casework samples, and the technical review of casework. This person is responsible for specimen processing, test performance, reporting of test results, and the quality assurance and documentation of analytical processes.
Essential Duties and Responsibilities
Serves as the Technical Leader for the Forensic Biology Unit
Oversees compliance with DNA accreditation and licensing standards for ASCLD-LAB, others
Performs receiving, login, data entry, and biological handling/aliquoting of specimens, as needed.
Independently performs and is responsible for, but not limited to, serological identification of biological fluids (blood, semen urine) DNA extraction methodology, PCR DNA quantitation and typing methods, and calculation of genetic frequencies
Maintains the appropriate chain of custody of evidence.
Performs troubleshooting of analytical instrumentation as needed
Implements, performs, maintains, and improves appropriate quality assurance and quality control procedures
Implements continuous improvement measures on a regular basis.
Oversees training of Forensic Biology personnel in biological and instrumental methods.
Generates, interprets, reviews, and releases results.
Manages new and improved methods and operations.
Prepares necessary documentation and expert testimony for legal proceedings when necessary.
Effectively communicates scientific findings to internal and external clients.
Keeps current with appropriate scientific advances and literature in forensic science
Assure regulatory compliance with the licensing/accrediting agencies
Maintains regular and reliable attendance.
Other duties as assigned.
Knowledge, Skills and Abilities
Working knowledge of biological or analytical procedures including a basic understanding of terminology, methods and theory, and methods of data interpretation
Demonstrates an understanding of biological, chemical, or instrumental methods, principles, and their significance to forensic applications.
Ability to comprehend regulations and SOP’s and apply them to work operations
Able to exhibit professional and effective interpersonal skills in communicating and coordinating with: internal professional staff, and external clients including law enforcement, attorneys, and other external organizations.
Knowledge of proper safety practices
Education:
Ph.D. degree in biology, chemistry or forensic science related area. Forensic DNA laboratory experience, and experience in court testimony are required. Must have successful completion of at least 12 credit hours from a combination of undergraduate and graduate coursework in genetics, biochemistry, statistics and/or population genetics, and molecular biology or other subjects, which provide a comprehensive understanding of the foundation of forensic DNA analysis. Must have experience with Real-time PCR, STRs and Capillary Electrophoresis technology. Must have four years experience of forensic science casework. Supervisory experience preferred. Must be NYS forensic identity testing CofQ eligible (Link to NYS DOH requirements).
