Description:
Experience: The PM shall have a unique blend of skills, experience, and knowledge that will allow that individual to best support the goals and tasks of the ACOTA Program. Minimum of 10 years military operations and training experience (or civilian equivalent) required with a strong background in overseas program operations focused on training local national military personnel and units at the battalion or brigade level. Advanced degree preferred. Has a minimum of three to five years of increasingly responsible experience as a PM in the field of military training or in a related area. Familiar with standard PM concepts, practices, and procedures within the field of training foreign military and PKO personnel and organizations. PM shall have a history of reliability to make sound judgments and plans to accomplish contracted goals. Preferred to have experience operating in areas with limited life cycle support and in hardship conditions. Strong business and financial management experience preferred. Program Management Institute certification as a Program Management Professional or Project Management Professional is highly desirable.
Duties: The Program Manager is responsible for directing all aspects of contracted services that allow the organization to successfully operate the planning, supervision, and execution of the U.S. Department of State’s complex, multifaceted African Contingency Operations Training Assistance (ACOTA) Program in Africa in accordance with contracted task orders. Responsible for fielding of individual training teams, and fulfilling all ACOTA Program requirements as directed by the ACOTA Program Office (APO) and relevant task orders and other contract documents. Responsible for Operations, Logistics, Plans, Contracts, Human Resources, Finance, Management and Security of Information Systems and Information, all matters associated with Safety and Risk Assessments of ACOTA training tasks, Security and Accountability of Equipment, and Quality Assurance for all ACOTA related projects tasked to the PM’s organization. PM shall act as the principal point of contact to the APO for all contractual matters and will ensure all contact with the US country team and the host nation military leadership has been coordinated with the APO. Responsible for fulfilling all ACOTA requirements as prescribed in Task Order proposals. The PM shall be able to adjust team assets and company resources to meet unique host nation training requirements while remaining within the parameters of the work statement.
The PM shall be responsible for maintaining an agile and responsive program with “surge” capabilities to meet evolving training mission requirements for current and new ACOTA partner nations. The PM, as directed by and in coordination with the APO, shall be required to collaborate closely with ACOTA partner nations’ planners, officials and leaders as well as with U.S. country team members. Responsible for maintaining a coherent, integrated, and sustained program capability that fosters program continuity and innovation that allows for the integration and introduction of new training concepts and training aids without disrupting current host nation training or relationships with other partner nations. PM develops and executes training tasks and exercises that are realistic for the Area of Operations that partner country military units will deploy to and which encompass the most up to date peacekeeping tactics, techniques and procedures.
