Company Job Title: Senior Program Manager (GSFC)Clearance: Ability to obtain a clearance if requiredLocation: Greenbelt, MD.Reports To: Director of OperationsFLSA Status: ExemptSummary:Responsible for program management and technical direction of NASA GSFC's Software Engineering Division. Essential Duties and Responsibilities:Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.1.Serve as a principle liaison with current and prospective program customers. Provide high level systems analysis on the practicality, scale, and approximate cost of newly proposed IT efforts to senior management. Oversee work on multiple technology projects, verifying technical approach, making system level decisions between alternatives, tracking progress, eliminating impediments, ensuring technology projects have the correct mix of engineering talent, setting schedules, managing ad-hoc requirements and reporting operational status to senior client staff.2.Plan, schedule, organize, and administer program tasks, budgets and schedules.3.Track program against schedule, budget and phase review objectives, reporting status to supervisor on a regular basis and executive staff as needed and/or requested.4.Develop and implement recovery plans for off-schedule and unanticipated eventualities. 5.Establish and manage customer relationships.6.Investigate and adjust personnel problems among program team members. Effectively recommend as to hiring, promotions, wage adjustments and terminations.7.Prepare and present Employee Performance evaluations and submit to Corporate within 30 days of the Performance Evaluation due date.8.Recommend and/or lead new processes where needed to improve quality or on-time delivery.9.Generate various reports/deliverables including monthly program status reports to the appropriate customers and management personnel.10.Other duties as assigned to meet customer or corporate business/operational needs.Supervision:Plan, organize, direct and guide the activities of team members. Participate in hiring, training and performance evaluations. Minimum Qualifications:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.•Possess intimate knowledge of program management tools and procedures.•Lead and motivate highly technical, multi-faceted projects and complex relationships in a sustainable and profitable manner.•Understand, track, drill-down, and questions activities and issues in all functional areas and make sound business decisions based on that data.•Display strong influence-management, negotiation, leadership, and assertiveness skills, attention to detail, follow-through skills and the ability to multi-task•Present complex technical information in a clear and concise manner to a variety of audiences, including non-technical. Education and/or Experience:Master's degree from an accredited University (in a technical discipline preferred [MS]) with 8 – 10 years minimum project/program management in a government contracting sector at the senior level; Bachelor's degree from four-year College or University (technical discipline preferred) with 11 - 15 years project/program management in a government contracting sector. Technical and personnel supervisory/management experience; or equivalent combination of education and experience. Knowledge of the aerospace industry. Should be familiar with running software development projects using Agile development methodology. Desires strong experience implementing and using ITIL, Six Sigma, or similar process frameworks. Prefer candidate be PMP certified, ITIL Certified. Experience with NASA or the aerospace community is preferred, though not required. Computer Skills:Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), and Outlook and experience with Desktop publishing hardware and softwareCertificates, Licenses, Registrations: N/AClearance: Ability to obtain a security clearance if required by contract.
