Required: The candidate must hold a masters in history, international relations, economics, government, education or related field; or have equivalent experience in government or commercial program management in the consulting industry. Experience in the cost, schedule and performance aspects of program management is essential. The candidate must have credentials or references that verify initiative, perseverance, interpersonal skills, organization, leadership, planning, decision-making and administration. It is desirable for the candidate to have high level government or commercial executive leadership staff experience or educational design, event management, or group facilitation/teaching credentials. Service in the military, non-governmental organization, inter-governmental organization, or government agency is a plus.Must be a US Citizen.
Duties:
Job description: Assistant Program Manager (APM) in the Warsaw Initiative Funds program of the Center for Civil-Military Relations (CCMR) at the Naval Post Graduate School in Monterey CA. The WIF program involves some 40 country programs supporting foreign governments. The APM can expect to 25% travel to work in many of them. The WIF program is sponsored by the Defense Security Cooperation Agency (DSCA).
Responsibilities: General: Develop and sustain professional relationships between the program office and sponsors, US Government representatives in WIF countries, subject matter expert (SME) donor institutions, and SME’s. Represent program to internal and external stakeholders. Evaluate content by SME to ensure it is appropriate and effective. Be prepared to provide instruction and lead learning modules. Specific: This position requires a candidate who will (for 16 to 30 countries) plan, program, and sometimes lead WIF government/contract teams to make initial country coordination, develop WIF requirements, create a detailed plan for WIF development within the nation’s government, assemble teams to deliver the component events of the plan over 18-24 months, assess progress and develop follow-on steps. The APM will assist the PM in selecting, training, and preparing country team leadership, coordinate for government and contract support for travel, lodging, venue, in-country support, WIF development tasks, and documentation of results. The APM will assist in development of performance metrics for country programs. participants. Negotiate with hotel and conference managers to secure conference space, services, and materiel.
