Quality ManagementLocation - Albany, NYDuration - 18+ months consulting Client has selected Precise I3/I2 software as the agencys application monitoring software. This software tool allows the agency to monitor its applications proactively and aids the IT bureau with application troubleshooting when applications arent performing within predetermined metrics. Precise I3 has successfully increased the available time open systems applications are available by decreasing diagnostic time when disruptions occur. Project Goals Integration of APM tools (I2/I3 and Tivoli) into:oOperational management platform (Tivoli)oManagement Console/DashboardsConduct Detailed Knowledge Transfer for selected groupsWork Hand-in-Hand with each development group demonstrating the methodology and techniquesBuild Iterative Knowledge Transfer Schedule and AgendaDocument and Publish experiences, successes and capabilitiesExpand Basic monitoring in Insight Inquire, I3 and the Application Services DashboardIdentify new release schedule and begin working with development groupsLeadership during Load-Testing and Troubleshooting Activities Phase 3 Develop Performance Strategy, Implement Initial I.T. Service Goals, Build Agreement with Organizations and Business Units Analysis of first n months of Performance Management looking for constants to be used as part of initial I.T. Service Pilot.Conduct Service Pilot Pilot should be of an application with steady quantifiable performance behaviors and a new release that has been proactively analyzed. Publish Service Pilot results and adjust methodology where needed before conducting a second pilotPublish and Gain agreement on the results of the pilots and the benefits gained during the process. Evaluate the new production application during the first month, quarter then on a quarterly basis to show performance trends Phase 4 Operate a Performance Management Center of Excellence Continue to utilize the Performance Methodology with all new releases. Gather supporting documentation comparing expected service results with the actual observed expected results.Full deployment of County monitoring for Service and AvailabilityAnalysis of Critical Business Servers and ServicesScaling back of heavy monitoring on non-critical Business Servers and ServicesMonthly Analysis of all Applications and their expected Performance goalsQuality Service Reports distributed to all parties and involved agenciesQuarterly Service Reviews with Service Providers SKILLS/Requirements 1.Minimum of 2 years experience with writing application software, data analysis, data access, data structures, data manipulation, databases, design, programming, testing and implementation, technical and user documentation, software conversions; environments include but are not limited to mainframe, mid range, personal computers, laptops.2.Minimum of 2 years experience in a particular technical and/or business application which is beyond the requirements addressed in the Mandatory Requirement #1 as defined in a Project Definition/Specifications. Examples include but are not limited to: Certified Network Engineer (CNE), Lotus Notes Certified Application Developer, Microsoft Certified Systems Engineer (MCSE), PC Computer Designer, Web Master, etc. DESIRABLE Experience Preferred: 1.Good communication and interpersonal skills (15 points)2.Two or more years experience with application load testing and troubleshooting. This includes developing test plans, defining metrics to troubleshoot application problems. Experience with HP LoadRunner a plus.3.Two or more years experience establishing procedures and policies for application monitoring. This includes areas like; initial requests for new application, detailed analysis, release testing, establishing performance strategies, service goals and SLAs with business units. 4.Two or more years experience conducting training and knowledge transfer to technical staff. 5.One or more years of experience with monitoring Microsoft .NET applications with Precise I3/I2. 6.One or more years of experience with monitoring J2EE applications with Precise I3/I2 a plus
