The anticipated start date will be on or about* 1/1/2010 Project Definition: The Statistical Unit serves as the information and technology center for the reporting of communicable diseases from local health departments and for the compilation of statistical reports. The Statistical Unit transmits regular reports to the Centers for Disease Control and Prevention (CDC) and provides data to counties, and other internal and external requestors. The analysis and dissemination of surveillance data guides policy and intervention strategies. The Unit is responsible for the design, development and implementation of the Electronic Clinical Laboratory Reporting System (ECLRS). The system provides laboratories serving public health facilities in New York State with a single point for the secure and rapid transmission of disease reports, including sexually transmitted and other communicable diseases, tuberculosis, HIV, cancer, and lead information to the New York State Department of Health (NYSDOH), Local Health Departments (LHDs), and the New York City Department of Health and Mental Hygiene (NYCDOHMH). The unit is also responsible for the design, development, implementation, maintenance, and training of the Communicable Disease Electronic Surveillance System (CDESS), a single and secure application for all 57 LHDs, hospital infection control programs and NYSDOH staff to collect, integrate, analyze, and report data from heterogeneous sources for infectious disease surveillance. Duties of this position include the following: The Business Analyst I will be based at the Corning Tower. The position is full-time, 40 hours per week. The actual workday hours will be established at the time of contract negotiations. There will be no travel required for this position. Immediate areas of assistance include: 1. To document business rules for the enhancement of integration of ECLRS with CDESS. 2. To develop functional requirements, business rules, system design, system testing plans for Sexually Transmitted Disease Management Information module linked to CDESS. 3. To analyze various projects related to electronic health records at the federal, state and local level to identify needs of integration public health with clinical care systems. MANDATORY Requirements (add additional sheets if necessary): NOTE: CANDIDATES WHO DO NOT MEET ALL MANDATORY REQUIREMENTS WILL NOT BE CONSIDERED FOR FURTHER EVALUATION 1. A minimum of two (2) years of experience in designing, documenting and defining business rules and modifications as needed to meet future needs. 2. A minimum of two (2) years hands-on experience in analyzing and preparing reports regarding any software enhancements. 3. A minimum of two (2) years experience in developing business requirement documents, technical/user system documentation. 4. A minimum of two (2) years experience in designing Web pages, preparing use cases and testing. DESIRABLE Experience Listed in order of importance: (add additional sheets if necessary): 1. Experience with clinical health care data. 2. Experience synthesizing incomplete and differing user requirements 3. Experience in participating in the implementation of system changes and enhancements. 4. Experience with ICD9, LOINC/SNOMED coding schemes, and reportable conditions. 5. Experience communicating in two or more activities listed below : a. Preparation of user manuals b. Preparation of training material c. Provision of timely and clear status reports d. Conceptual, system, and program design specifications e. Participation in team design meetings f. Leading system design session g. Leading meetings dealing with the development or modifications of a system h. Working with users to gather system requirements i. Describing a system orally to technical and/or nontechnical staff. Description must have included such topics as: Systems Business Processes Systems Data Flows and Databases System Controls and audit Trails System Security System Hardware and Software Components System Interfaces 6. Proven ability to transfer knowledge and mentor team members. This must be demonstrated by experience in one or more of the following activities: a. Conducting technical training sessions. b. Conducting one-on-one technical training. c. Developing programming guidelines/standards
