Description:


Technician, Instrumentation/Technology:  Independent highly skilled technical work in the installation, adjustment, maintenance, repair, troubleshooting, and monitoring of water/wastewater instrumentation equipment, PLC’s, computers and peripherals, electronic control mechanisms, analog/digital converters, pneumatic/hydraulic controllers, encoded digital frequency shift telemetry and related utility technology components.  The Information Technology SCADA Unit (ITSU) is a service support element for Utilities operations, and provides repairs, maintenance, calibrations, and system upgrades to the various automation systems and associated peripherals.  The Utilities systems involved are: Water production (3 sites), Water distribution (30 sites), Wastewater collection (573 sites), Wastewater treatment (4 sites), Reuse distribution (5 sites), Stormwater pumping (12 sites) distributed throughout 571 square miles of area.  
Duties:
As an Instrumentation/Technology Technician will, with instruction from supervisor, maintain, repair, monitor, and/or calibrate a variety of electronic, hydraulic/pneumatic, automatic control devices, sensors, recorders, meters, detectors, and other specialized testing devices/computer technologies used to support a utility. This will include providing support for the hardware and/or software utilized in these technologies. Some of the technologies supported are: SCADA, Maximo, HTE, AMR and telemetry. Additional duties are as follows, but, not limited to:
 
Inspect and diagnose technical instrumentation and/or hardware/software problems.
Utilizes a variety of equipment with skill such as electronic testers (including voltmeters, ammeters, insulation testing meters, industrial analyzers, and oscilloscopes), pneumatic/hydraulic testers, computers, master controllers, microprocessors, laboratory and shop instruments, and other specialized control devices.
Installs, adjusts, and maintains SCADA system, alternating and direct current devices, sensors, recorders, analog/digital parameter transmitters, receivers; medium/high/ultra high frequency radio alternating and direct current receivers, transmitters and auxiliaries; flow loop systems, alternating and direct current circuitry with solid state electronic micro circuitry, pneumatic control systems, according to diagrams, drawing, and sketches. 
Installs and tests antennae, frequency monitors, microphones, cable, electrical interference suppressors. 
Installs instrumentation controls per specification; makes modifications to equipment as necessary.
Makes complete overhauls including adjusting, repairing, and replacing parts to convert obsolete equipment to conform with present instrumentation design, construction standards and user need.
Locates, adjusts, and repairs defects in instrumentation and/or hardware/software.
Maintains records of time and materials used in installing, repairing, maintaining, and adjusting equipment. Maintains a history of metering, control, and recording equipment.
Procures supplies, materials, and parts necessary for instrumentation work.
Coordinates with other repair agencies to effectively and efficiently facilitate economical repairs/replacement of damaged and defective equipment. Assist in the development, implementation, and maintenance and troubleshooting of electronic, instrumentation, and hardware/software systems. 
Performs other work as required.
 
Minimum Qualifications:  A High School Diploma or equivalent education and five (5) years of experience in the installation, maintenance, troubleshooting and repair of electronics equipment and IT technologies, preferably of the type used in water and wastewater facilities, two (2) years of which must have involved digital electronics equipment.
Job Competencies:
Ability to communicate verbally and in writing.
Knowledge in the maintenance, modification, repair, installation, calibration, troubleshooting and monitoring of electronic/electrical instrumentation equipment.
Knowledge with electronic control mechanisms, pneumatic/hydraulic controllers, encoded digital frequency shift telemetry and related equipment.
Skill in the use of electronics testing and diagnostic equipment and repair tools.
Ability to detect, analyze and repair malfunctions on digital electronics equipment down to the component level.
Ability to prioritize work.
Knowledge of the industry codes, standards and specifications governing use of digital electronics equipment.
Knowledge of industrial process measurement equipment such as magnetic, D/T, coriollis, OC, and D/P flow measurement; electrochemical, amperometric, photometric based chemical analyzers, radar and ultrasonic level measurement equipment is required.
Ability to be a strong team player.
Work Schedule:
This position is 40 hours per week and the hours will be Monday through Friday between 8:00 a.m. to 5:00 p.m.  May require shift work or modification of schedule depending upon operational requirements.  Must be available to work in EOC during emergency activation.  Schedule may vary pending weather conditions and emergencies.
