SUMMARY The Director of Programs and Services ("DPS") has administrative responsibility for all social service programs managed from the assigned regional office. The position is responsible for planning, organizing and overseeing the programs consistent with the strategic plan of the organization. The DPS will be involved in program development, program enhancement, and quality improvement activities. ESSENTIAL DUTIES AND RESPONSIBILITIES Program Administration and Outcomes : 1. Plans, organizes and oversees each program to achieve targeted outcomes and budgetary integrity. 2. Assists Program Directors/Managers in program and policy development 3. Provides regular supervision to Program Directors/Managers 4. Hires, evaluates and develops Program Directors/Managers. 5. Develops annual budgets in conjunction with Program Directors/Managers and regularly monitors financial performance to budget. 6. Ensures timely submission of all required reports and proposals from funding, accreditation and/or regulatory agencies. 7. Ensures that program facilities are managed and maintained in compliance with applicable health and safety standards. 8. Obtains/maintains accreditation for individual programs and organization. 9. Performs quality improvement activities to monitor quality of program services and facilities on a regular, periodic basis. Relationships with Funders and Community Involvement : 1. Develops and maintains positive relationships with funders, regulatory agencies, government officials, social service leaders and other professionals. 2. Participates in agency-wide planning activities and volunteer opportunities. 3. Represents agency and programs in community forums. EFFECT ON END RESULTS 1. To set and meet effective agency and program goals and objectives. 2. To maintain and improve the quality and efficiency of client services. 3. To operate within the budget. 4. To ensure compliance with regulatory and funding requirements. 5. To maintain a positive public image for the organization. 6. To increase the community's awareness of the Volunteers of America Greater Ohio as a leader in the human services field. 7. To maintain an effective, well-trained staff. ADDITIONAL DUTIES AND RESPONSIBILITIES Accomplishes all tasks as appropriately assigned or requested. SUPERVISORY RESPONSIBILITIES: Provides ongoing individual and group supervision and management to Program Directors/ Managers in the performance of their day-to-day management of staff and overall effectiveness of client programs. QUALIFICATIONS · Experience, Competencies and Education This position requires a minimum of a Bachelor's degree in a social service, or related, field with a Master's Degree and advanced licensure (LISW, LICDC, etc.) preferred. He/she will have a minimum of seven years related experience with at least five being in a supervisory capacity. This position requires the ability to manage complex, multi-function programs at multiple locations. Demonstrated skill in the following areas is essential: program planning, evaluation and management; personnel management; budget development and management; and ability to interact with all levels of personnel both within the organization and in the community. Knowledge of, and experience with, accreditation and quality assurance/improvement is required. · Language Skills Ability to read, analyze and interpret the most complex documents.
