LGS Innovations is seeking an Enterprise Archtect to work at the customer site in Crystal City, VA.  The Office of the Director of National Intelligence (ODNI), Business Transformation Office (BTO) is initiating Integrated Process Teams (IPTs) to analyze and make process improvement recommendations for the Intelligence Community (IC) business processing in hiring, procurement, budgeting, and asset management.
The DNI initiated an IC business transformation program to realize the DNI’s Vision 2015 goal of having an integrated planning, programming, budgeting, enterprise management, and associated business system.  The goal of business transformation is to streamline and modernize major business functions, processes, and systems across the IC.  The goal has evolved from a singular focus on auditability into an overall business transformation initiative with the objectives of designing, implementing and maintaining efficient and effective processes.  These processes will yield timely and reliable business information through improved access, integration, collaboration, and sharing of critical data ultimately improving and transformation various IC decision making processes.

RESPONSIBLITIES
The primary responsibilities include:
Work with the existing EA team to support on-going processes and activities
Produce Mission and Business segment architecture frameworks
Define and deliver the business, performance and service reference model for DNI/CIO constituents
Produce and deliver Performance Reference Model (PRM) such that its elements meet the Office of Management and Budget (OMB) PRM requirements
Produce and Deliver other FEAF models as required
Align mission and business processes, and coordinate with business owners and other stakeholders
Support the develop of relevant and repeatable services for the community
Conduct architecture analysis and trades providing recommendations for transition and development
Incorporate architecture components in support of overall ICTP Enterprise Transition Plans and their relevant segments.
Recommend changes to improve operational performance
Assist in the prioritization and assignment of architectural improvements
Define a method to track and report performance progress
Support risk identification and mitigation, as necessary
Provide general support to include:
Prepare executive-level reports, as necessary
Record actions and minutes of meetings, as required
Track the implementation of recommendations, as required
Distribute decisions, minutes, and other material to interested parties, as required
Support ICEA office processes and activities
Serve as an ODNI CIO representative at IC-wide meetings, as necessary
Coordinate activities with other ODNI CIO components/teams
Brief senior leadership, as required
Report on status and completion of assigned actions

QUALIFICATIONS
Required:
Demonstrated understanding of systems engineering as it is applied within the IC
Experience with performance architecture development using Federal Enterprise Architecture (FEA) guidance
Knowledge of the OMB Federal Enterprise Architecture Assessment Framework (EAAF)
Knowledge of the DoD Architecture Framework (DoDAF)
Experience in developing business architectures and system architectures to include activity or process modeling, use case diagrams, use case/scenario analysis, system functionality description, and sequence diagrams using methodologies such as IDEF0, BPMN or UML
Knowledge of current EA methodologies and frameworks used within the IC
