Company Job Title: Program Manager- MD (Contingent)Chenega Job Title: Program Manager IVClearance: Secret or aboveLocation: Aberdeen Proving Grounds, MDReports To: Program ManagerFLSA Status: Full-time, ExemptPrepared Date: 10/27/2009Approved Date: 10/27/2009*********Position is Contingent upon Award and Funding of Contract***********Summary:The employee will be part of an overall contract team that will be responsible to provide all planning, organization, guidance and execution, and management oversight for the mapping, disassembly, movement, unpacking, and reconstitution of the Army C4ISR organization relocation from Ft Monmouth, NJ to Aberdeen Proving Grounds, MD. There will be Moderate travel involved in this position.Essential Duties and Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position1. Full authority and responsibility for the successful execution of the contract and overall profit and loss associated with the contract. 2. Manages program/technical support operations involving multiple tasks/projects and personnel at diverse locations.3. Organizes, directs and coordinates planning and execution of all program/technical support activities.4. Shall be responsible for the overall contract performance and shall not serve in any other management or other capacity within CTSC that interferes with his/her primary duties on this contract.5. Responsible for overall contract performance and ensures the maintaining of high performance ratings.6. Serves as CTSC's contract manager and shall be the Company's authorized interface with the Government Contracting Officer, Contracting Officer Technical Representative, Government management personnel, and customer agency representatives.7. Establishes and alters (as necessary) management structure within the program to effectively direct program/technical support activities.8. Responsible for formulating and enforcing work standards; schedules; reviewing work discrepancies; supervising personnel; and communicating policies, procedures, and goals of the organization to management and staff.9. Responsible for successful operation, overall contract management and administration of the BRAC contract, regarding service delivery, quality, and cost control.10. Advises of program status to CSTC management.11. Must interpret policies, purposes, and goals of the organization for subordinates.12. Resolves problems, issues or conflicts as required.13. Other duties as assigned.SupervisionDirect, coordinate, and oversee contract performance through subordinate supervisors. Responsible for subordinate employee's performance reviews.Minimum QualificationsTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.• A valid US Driver's License.• Must have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and practices. Have proven expertise in the management and control of funds and resources, demonstrated capability in managing complex multi-task contracts. • Proven track record of successful project/program management in logistics business systems and management. Demonstrated ability to provide guidance and direction in multiple tasks across several functional areas and including the use of different technologies.• Must have demonstrated success in managing and supervising technical and administrative support personnel.• Exceptional experience in writing project plans, white papers, proposals and formal presentations.• Be able to provide direction in a project from inception to deployment, in work similar to facility operations and maintenance, logistics, supply chain management or other similar work types.• Must lead team in responses to deliver orders to include technical and cost responses.Education and/or Experience• Bachelor's Degree or higher in Engineering, Physical Sciences, Mathematics, Management Systems, or Business. • Fifteen (15) years of technical program management experience in facility operations, operations management sustainment, equipment support, system support and/or programmatic support in Government contracting arena.• Minimum of six (6) years of experience in management of programmatic support, acquisition planning, budget planning.Computer SkillsMicrosoft OfficeCertificates, Licenses, Registrations, Clearance: Secret or above (TS/SCI preferred.PMP certificationChenega Corporation is an EOE.
