Description:
• Assist in the oversight and administration of U.S. Government contracts based upon a thorough knowledge of contracting procedures, acquisition principles, regulations, and guidelines applicable to the Department of Defense and other Government agencies.
• Candidate must be capable of identifying potential contractual problem areas early on, assessing alternate courses of corrective action and recommending satisfactory solutions.
• Assists with duties related to contract/subcontract administration, subcontract management, proposal activities, and accounting.
• Administers assigned contracts/subcontracts, processes delivery orders and modifications, and initiates required contract closeout procedures.
• Establishes and maintains formal active and inactive contract/subcontract records repository.
• Interfaces on a daily basis with Client’s corporate and technical personnel, government procurement agencies, and other contractors.
• Coordinates company field activity compliance.
• Functions as the Subcontract Manager for designated subcontracts and represents the company as the single point of contact with assigned subcontractors.
• Assists with the preparation of subcontract documents and Teaming, Consultant, and Non-Disclosure Agreements.
• Monitors Subcontractor performance.
• Reviews invoices for correctness and conformity with the established subcontract.
• Approves invoices for payment, and initiates the payment process.
• Assists in the orderly formal closeout of assigned subcontracts.
• Assists in the preparation, coordination, and production of formal cost proposals in response to requirements of Government solicitations, to include the solicitation of subcontractor cost proposals for inclusion in Client’s prime contracts and delivery orders.
• Prepares informal price estimates, as requested by client’s technical personnel, including burdened engineering labor rates and travel estimates.
• Reviews monthly invoices provided by accounting department and job cost information to ensure compliance with contract requirements.
• Performs all contract set up in the Cost Point accounting system.
Requirements:
Minimum Education Requirement and Years of Experience:
• Bachelor's Degree from an accredited institution. Although education and experience are key factors in determining an individual’s qualifications, emphasis must be placed on actual competencies and capabilities to perform all aspects of the job.
• 10 years of Government contract experience.
Additional Requirements:
• Able to effectively communicate with external procurement professionals, internal management and technical personnel, both orally and in writing.
• Able to be meticulous in detail. Must be meticulous in documentation.
• Able to establish and maintain a proper proposal audit trail in order to be able to reconstruct, if necessary, the basis for all costs quoted.
• Maintain clear, concise, organized and retrievable records.
• Able to meet established deadlines.
• Proficient in the formatting and use of computer spreadsheets for cost proposal preparation and internal contract status reporting.
• Working knowledge of Excel and Deltek software is required.
• Able to utilize Microsoft Word for the preparation of all contract related documents and correspondence.
